Nato gign special forces and peace keepers not trainable from Barracks

With defcom 3 and the spécial forces Upgrade u can train the GIGN unit. But only from town, not from Barracks. Please fix.

Also, western Block currently cannot train peace keepers from Barracks, same As Chinese. When France wants to be independent, it needs a peace keeper unit, too.
