Trooper carrier ship rebalance

It's really frustrating losing transport ships. All to more when they are more costly than fighting ships.

All Small transport
3 turn -> 2 turns

Allies alone produced 20k plus of small transport boats with US making 23k. (If the Ally superior number can only be counted lol.)

Big Transport Boat
5turn -> 4turn
Produced only on shipyard
(No one really uses small boats cause they are big ones are just better so this is more like it)

Liberty ship
6 turn -> 4turn or
6 turn -> 5 turn with HP properly counted by proper weight.
Produced still in TC and Shipyard

(I would have wanted this to be cheaper instead cause it was produced so much faster and more significantly numerous than others but that seems impossible no matter the reason.)

One issue with the Higgins type small transport is it is currently forced to sail large distances, making it extremely vulnerable because of its speed, especially in deep water. In reality they did not sail across oceans. They were deployed just offshore by those large transports. Instead of changing the costs (which I'm NOT against), you could make them worth the cost by allowing them to function as they did IRL. Allow the large transports to carry this loaded Higgins and or whatever else they normally load. Many of these large transports were lightly armed as well. Something else that should be considered. They were not warships like destroyers and such, but many did have light AA capabilities and small deck guns added. Again, nothing compared to ships built for combat, but not totally defenseless either.
