all ship types that you list here have a range of 5 in the xls, i.e. all classes are then reduced to range five where it is not the case now

Deutschland, Hipper, Kirov, Trento having range 6 in xls.
if you said the same than ok, if not please recheck (column Q in xls)

That's nice. Although most allied cruiser got weaker, cruisers still doesn't have much uses anyway so it's fine.
