We have heavy ballista (upgrade of normal one) with already better mobility.

then just build workshop.
there is no need in "special" roman ballistas and even more it will not be good to be buildable in roman garrison. this buidling must produce living units only.

We have normal ballistas and they are somewhat like light ballistas.

I don't like to theme anything roman as fire-spewing.
Romans were not known from destroying buildngs, quite the contrary. It's more the specialisation of steppe cultures, like mongols.
I think roman scorpion could be something else - maybe single no-area attack unit destroyer (16-20 damage)?
Or just smaller version of ballista.

They were made to break the wooden gates of fortres and palisades wall. They were able to shoot big arrows in flames. Maybe give him some bonus only v those buildings. For stone walls, roman armys had onagers, another siege machine we could add.
