Turn Automation Improvements

Currently there are some ways to partially automate your turns, like:
- setting waypoints
- setting units to stand ground, so that they don't get shown on the idle units list (or however it's called, the 2 arrows that show up when pressing the end turn button but before confirming, that show units that haven't yet moved or acted in that turn)
- automatic actions

Here are some suggestions I think would improve them by a lot:
  1. Waypoints
    1. Make units always move towards the waypoint before ending your turn, instead of moving before ending the turn in the turn you set the waypoint and after ending the turn on following turns. Maybe making them move on pressing the end turn button, but before the confirmation window shows up, and adding them to the idle units list if they reached their destination?
    2. For build waypoints, make units perform the mend action before ending your turn, and add them to idle units if building was finished and they still have actions
  2. Stand Ground
    1. Splitting and changing the "stand ground" behavior into 2: "pause" and "do nothing this turn", with a separate button for each
    2. Pause: Paused units should not do anything for as long as they remain paused, not even automatic actions like shooting from a range or using abilities (Current stand ground does this on the turn it's pressed, but not on the following turns), and naturally should prevent those units from being shown as idle. Additionally, their actions and movement shouldn't be spent, making them "unpauseable" at any time, even in the same turn they were paused. Also, productions should not progress if the unit is paused at the start of a turn.
    3. Do Nothing: Choosing to do nothing on a unit should have the same behavior as a paused unit, but it is applied only for that single turn, being unpaused at the start of the following turn.
    4. Alternatively, have both Pause and Stand Ground, and in the confirmation window instead of having Yes/No buttons, put Once/Continuous/Cancel buttons. I still think in this case Stand Ground behavior should be changed slightly for consistency, so maybe making it not spend actions and movement on the first turn it's used, so that it always performs automatic actions and can be undone in the same turn.
  3. Automatic Actions
    1. Make the Dismiss Propaganda ability either not automatic, or make it not affect allied units with Promote Loyalty
    2. Add builders to idle units if they aren't obeying to a waypoint and have not moved nor acted in the turn, regardless of if they have started mending something in the previous turn or not
Green is the correct color, other colors are "less correct".
