Chu-ko-nu ammo

A tech that is researched at Blacksmith that adds an action to chu-ko-nu via adding more ammo spaces to the repeating crossbow, however it reduces dmg slightly...

Tech cost: 5
+1 action
-1 Damage

I feel this is quite op but Idk how to balance it.
