Yeah, maybe a tech for net thrower or fishing boats to have the harpoon throw ability.

I dont use net throwers because of the lack of damage capabilities so adding this makes it offensive aswell

They thelook net throwers can actually defeat a war elephant in a 1v1 match .
I don't see enemy net throwers as a threat though but adding harpoon ability will make him even useful as he is now.
