Fishing ship IMPLEMENTED

the same as the turn collecting units for tcs
A fishing boat that cost two and can reduce by 1 the remaining production turns in any tc(with access to sea) and port.

The moneylender itself remains unused.to make this useful, i suggest it reduces production cost by 2 turns (not 1) and it itself costs 3(not2)
