Making rodelero an upgrade unit PEND

Making rodelero an upgrade unit PEND

Rodelero seems like a good unit to have. It would be a waste to only make him map editor available. With only little adjustments in his stats it could be a fine anti-infantry heavy unit. So I suggest making him an upgrade unit.

But yes - this image is good and game-ready (maybe increasing team color a little ).
