Make Area Damage Not Prerequisite Ballistic

Trying to utilise more catapults recently, I found it's rather slow to wait for area damage tech because ballistic must be researched first before we can get area damage, as for catapult area damage is like an oasis after long turns waiting heavy upgrade and it is so long to build too, compared to hwacha.

Area damage also affect ballistae/scorpion, isn't it? They are accessible since the game start and hence demand the tech access earlier without ballistic.

Imho if accepted, this would be a small enhancement to eager more players to invest in catapult in late game, as now they are still overshadowed by gunpowder sieges.

Area damage only affects siege mode ballista.
And siege mode requires tech, which in turn requires ballistics.

So it would be useless.
