we already hae sandbag bunker, but what about adding just sandbags that won't giive as much defence as bunker, but it will have 1 turns cost for rifleman

Maybe 1 turn is too much... to make it more balanced only 2 turns for riflemen.
it should be weak against tanks and arty.
