It will make all your infantry get 50% bonus against infantry(bonus is stacking), all buildings to be built 1.5 times faster(for example rifleman builds mines, it will take 3 turns without buff, after buff activated it will built it on 3/1.5=2), all ships(not including submarines) build for one turn faster (cost-1=cost with buff), tanks and artillery will get 10% buff to their damage and planes will be faster for 1tiles/turn.
But this effect will work only for some time(maybe... 5 or 6 turns?), but I thin that it will be able to be activated several times.
And also I think it should cost may be 10 turns?
