IF I READ CAREFULLY, the radar is at first only for early detection of enemies. only the english were really successful with air defence. and sonar then with the ships to find submarines.
so i would give the air defence units a bonus for the range and the better ship destroyers a little more damage against submarines.

List of radars used by major nations that I founded. I tried to avoid anti radar tech due to lack of concrete radar mechanic ideas yet. @Jasondunkel, @DreJaDe What do you think? I'm thinking radar units act a lot like persuasion on healers from AoS except instead of converting enemy units, the enemy gets a vulnerable effect.
Early Warning < Fire Control/Gun Laying radar in terms of game "unit bluff". Fire Control should affect nearby AA, artillery and Coastal AA.

Exact specifics for vulnerability effect unclear yet. Maybe new poison like effect that triggers everytime unit is hit? Or unit takes 1.5 extra damage?
P.S I did this radar list incorrectly thinking the industry dates were Industry 1 (<1939-1941), Industry 2 (1942-1943) and industry 3 (1944-1945)
