Issue:
Right now all shielders are just better 2 turn cost units (more armor, more health for +1 cost) and often are better choice than 2 turn cost units.
We have decided to reduce BASE attack value of all BASIC shielder units by 1/3 and HALVE bonuses of ALL shielder units. This way 2 turn cost units will become more offencive units while shielders will become more defencive units.
We will not touch for now attack values of Sub racial shielders for now or change values of how much bonus attack normal shielders receive by any means of leveling (tiers, techs or both).
Later shielders will receive ability to cover up an ally in near tile (no cooldown, removes ability to move for shielder and shielded unit, gives +4/+4 armor to shielded unit (elite shielders will give more)) and maybe they will also receive higher heal rate (max bonus alas that i can allow is +50%).

We might give shielders +2 to pierce armour as well.

Attack reduction, bonuses are implemented.
About elite shielders - in next update i will look onto them and propose in this topic changes to them.

I mean, they seem fine to me as is, so I don't see any need to change them.
