PRI#8 Some buildings with mend rate IMPLEMENTED

Some buildings can help in construction: all ports, warfell engineering college (someone could notice dwarf foundry also but this one can repair only yourself).

Putting workers inside this building highly increase mend rate so you can build costly constructions pretty fast. Like mega building for 2 turns.
Fast decision: remove mend rate from them for now.

Buildings with mend rate:
They will loose ability to help in construction or even mending buildings including self during buildings update.
Mend rate will be used to heal mechanical units and that's it.

we should not answer any "later", so we need quick solutions.

i can easily set this:
"loose ability to help in construction or even mending buildings including self"

i assume it is good as solves the raised problem.
easy to set by eg. CAN_MEND_WHAT_CINSTRUCTED (meaning it wil lbe able to mend only thing he started to build - so nothing)
so can be ACCEPTED_SOLUTION

If you can remove that ability to mend things outside of building here and now than it will be even better.

I am only fully for this change as soon as possible.

Just for me it is not high importance as naval fleet of dwarves work.

i made this:
Buildings can only mend units inside or units construncted by them: Elf Wall, Human Hunting lodge, Human dock, Warfell Dock, Warfell engineering College

all other buildings had already the CAN_MEND_IT_CAN_CONSTRUCT setting - please confirm

I think sacred spring, undead dock and orc dock at least had that possibility to help in construction at least.

maybe Savra made it in last update?
can you check that two in DEV?
(i can not as in my assets they are surely good already)

Khm as i can see combo with highly increase mend rate still exist for fast ships construction : /
Have an idea - can we make workers, laborers and mend ship stand impossible to enter in this buildings ?
Only problem with mend ship then - cause it trainable in ports - maybe leave it only in tc with water area and been constructable by workers ? : /

What can they help construct?

Probably we should reduce actions counter for them down to 0 as well. Just in case.

Amm. The same that we discussed - "Dock" for humans and ud "Skull cove".
They just now can help in construction of fleet only - no buildings helps stratego. But exploit: with workers inside this buildings and too fast fleet still exist then.

I dont like reducing actions from them to 0 cause their help in repair or SMALL help in construction is fine. But not 8 turn ghost vessel in 2 action of "Skull cove" when it have workers inside.

"Orc dock" guess too can use this exploit but that not such critical cause they have no batlle fleet - transport only.

uhm the thing is that they are not supposed to actually help in construction in the first place.
Only planned allowed usage for them is via putting damaged mechanical unit INSIDE it to repair - aka auto heal of buildings but for mechanical units.

Then we can remove there mend range so they only mend units inside the structure.
