In my opinion, emp does not effect flesh and blood unit
May deal low damage to electronic and vehicles (including infantry in robot suits r vulnerable) but cause certain features to malfunction
So more debuff than damage, like reducing attack or reducing speed or both
Cannot effect planes unless a very powerful high radius area effect emp bomb (it could b the equivalent of WMD for some race)
In the movie ocean's 11 (or 12 may b, I forgot) they used an emp blast to cause blackout in a huge area around city (basically no electronics work for some time)
Emp can b deployed as ammo of cannons, grenades, mines etc. Units damaged by emp effect can b repaired by basic workers to remove status effect

So overall I think its more like a support spell of aof to debuff enemies

How about just plain curse like effect? I will remove the bonuses and lower attack from EMP using units, but extened the effect length from 1 turn to 3.

yes, as long as it can b removed by repairing, also in that sense insects might have better resistance against emp if most of their units r 'living'

Removed by repairing can be hard to make for me idk how to do that.
And well insectoids will acctualy have some vehicles/mechanical units I think, but myconids will only have living so yeah that would be useless against them. Tho they generally will have low stats... Well we will balance this out.

Alexander told me workers fixing the EMP won't happen. The fact fire can be fixed in AoS/AoF is probably hard coded, no JSON. They don't do that by default.
