Stand Still but Hostile Spec Action for Neutral Units

Is it possible to add a IS_GAIA_ANIMAL_HOSTILE but standing still? Neutral Hostiles won't move until someone goes to their line of sight. Once in their line of sight, they will start to attack that unit and move. Currently It can be a bit messy if you put Hostile neutrals to defend an uncaptured town and will wander off. Thanks in advance!
