aura effect for make spell aviable

Hi, i would like to make a unit that has a spell aviable inly under the effect of officer aura...is it possible? What should i do?
I already tried making a new effect related to officer aura, and this spell has a effect affect json with "trnWeaponEffects" in it with the specific spell that the first unit would be able to do under the aura effect and doesnt work...

I see 2 possible ways of making such effect:
1. 0 spell range for ability at base and 0 spell range for unit, officer will have aura that increases spell range thus enabling usage of ability. Cons — will not work on self abilities like berserker rage.
2. Give ability initial cooldown and over 9000 turns cd. Officer will have aura that speeds up cooldown by +10000 of abilities on affected by aura units. Cons — this aura will affect ALL abilities with cooldown on unit thus not recommended for units with multiple abilities with cooldown.

Nwither of them seems usefull to wjat i am looking for...
1. Is an ability on itself
2.has other abilities...
