No counter spec action vs first strike spec action or vs double damage on counter spec action

Question is:
We have unit with ATTACK_FIRST_STRIKE spec unit action or ATTACK_COUNTER_DOUBLE spec unit action and it received effect with CAN_NOT_COUNTERATTACK spec unit action.
How unit will act on counter — will it be able to deal damage on counter or CAN_NOT_COUNTERATTACK nullify any variants of counter attack spec unit actions?

We have in mind for undeads in aof a debuff that disables counterattacks for enemies in some aoe but those enemies might have ATTACK_FIRST_STRIKE (human melee cavalry with knighthood tech) or ATTACK_COUNTER_DOUBLE (hoplites and shielders under their planned special ability). Will CAN_NOT_COUNTERATTACK be able to disable those units' counterattacks?
