Change:Most units have changes in their stats
Change:Most units can be flown over by aerial units
Change:Ballistic submarines have a 3-turn cooldown torpedo ability instead of the 1-turn cooldown before
Change:Ballistic missiles now have an ability for their attack instead of the normal attack
Change:Nuclear Program tech is locked behind DEFCON Level III
Change:Transport trucks now costs 2 turns but only has 2 carry capacity instead
