Might even need Orc aerial upgrades too since we have 3 flyers.

Does anyone have access to the Goblins tech images so we can make the Hobgoblin and Bugbear techs?

Here's upgrade 1 I found a template in the votes section, you could modify it for bugbears if you want.

Updated.
Have shaman 30% regeneration (Goblin shamans) because heal is not part of "Orcs Theme," potions made from herbs are. Besides it has 5 cost.

These would be useful, I don't see that big of a problem with them. If anything Hobgoblins, and bugbears could be made into a sub race that needs to be researched first.

Not against that. We just need some improvement for the images and a bit if expansion for bugbears (no transform imho but different units)

They will require embassy techs

We could think of something.

Tech could be goblinoid clans.

Could also add other goblin units like the zepplin and such to this.
