Have shaman 30% regeneration (Goblin shamans) because heal is not part of "Orcs Theme," potions made from herbs are. Besides it has 5 cost.

These would be useful, I don't see that big of a problem with them. If anything Hobgoblins, and bugbears could be made into a sub race that needs to be researched first.
