In the beginning, it says "those three mage corpses will make a nice dragon". Although now dragon can be summoned, because the tech is not unlocked. only weak skeleton mages can be summoned.

NAh, summoning the scele dragon requires no tech - you, sir, simply didn't buy the necessary upgrade from the shop.

this doesn't seem to be consistent, though.

Sometimes, your units don't have a spell although you have it in the shop and sometimes you don't have it but your units have them.

I can summon the dragon on that map np so the problem seems to be on your end in this case.

I'm not sure however that ability is locked behind the tech, unlike the scele dragon. So unless a correct trigger was used or there is a way to research it, no, I cannot.
