Orcs power is their main strength, their supposed to be stronger then other races units with their downside being things like resistance and interlinked upgrades that cost a bit. I would say we should remove the goblin scavengers from the tc being that players using pillagers could have them sit near the troll shaman and use the corpses from the sacrifices to up production rate, most orcs base units are rather cheap anyway so this shouldn't be a problem.
As for raising other races units health to match that of orcs, that's not how their strategies work. Elves focus on speed, fast attacks, and ranged units primarily and shouldn't be so resilient in melee combat due to this. Humans focus on cavalry more and actually can overcome most orc opposition if you use a combo of aoe ranged units and cavalry on them. I would say however that catapults, giant marksmen, ent demolisher, and trebuchet should be able to hit giants without, or with a small chance of, missing. It's a giant so how hard is it really to hit something the size of a tower? Dragons could probably be given a bonus against giants too though since everyone (aside dwarves) has one, also their roughly the same size.

More than that, I would say that the orcs lose a lot of defense, especially cheap units, making them goods from a distance, but how do they destroy you?

We have already implemented a lot of balancing measures and now the 4 main races are overall balanced, you can't hope, though, to face orcs using just raw strength. Other races simply use different strategies and require more experience to be more effective.
I also have to point that opening a topic with 2 words isn't a goog thing to do and can be seen as a form of spam.

next upgrade will be focused on spellcasting units. We are starting by tiering existing units by either adding upgrades or techs to increase both spellpower and spellrange
that will also be important when facing strong melee units that can be kept at bay by using the proper debuffs
to obtain the most from these changes we will also need to make modifications to all the spells in game (both existing spells and new ones), that will require more updates (as creating effects do require more time for both jsoning and testing) but with the new spellpower features we will be able to make spells increase in power as the spellcaster "level up".
In case of some existing spells (e.g. some of current orcish buffs) the effects will be scaled so that the starting effect will be lower than current one.
