This would be a universal building that all races can build. It randomly selects 5 units from the entire​game as build options each turn, replacing the last 5. If you choose to build one, it stays locked in until complete, then is replaced so you can't spam it. Units built here cost double, and upgraded units are separate, so a swordsman and broad swordsman can be on the same selection screen. Mostly good for a few gems from other races, like orc sovereign or most caster units that your race can't build.

No, just unlock in upgrades screen as normal, and they become available for the post to choose. The double cost simply means if a unit takes 4 turns to make, this builds it in 8, mostly to account for overpowered inter-race combinations like troll shaman and elf druid, where summoned wolves pay for the cost to summon green dragons.
