Elf dodge for marine units
The elf dodge tech doesn't affect your merman units, is this intentional? if yes why so?

It is intentional as elf dodge only effects elves only.
Later we might consider merfolk getting some other buffs.

Elves will be getting some naval units later that will be effected by those dodges, we just have to get some other things done first before we start on such units.

About mermen:
We had in mind plans to give 1-3 tiers of tech to increase their health (only it) in sacred spring building to balance them against upgraded merlocks and human ships.

it would be appropriate. You can upgrade their damage and give them the throw, but their health really is an issue in the later game.
