Made 2 grass with more grass texture.
It's basically the same grass with just changed color. Since it's only 3 colors.
(To see how it would look in game with grass. I put a picture of this grass and the AOS grass underneath in the aof general section on the discord.)

Could be, although not sure how the scale of things would look.
For those unit layer trees - it's probably just right.
For decoration layer trees - too closed up.
Although we don't really keep scale very serious, so taking it purely as symbolic thing it's probably fine.
I can bring it in and look.
If brought in - there needs to be some technicals decided.
1. Layer - decoration as it is or making a lot more work and introducing it as terrain layer.
Looking at the transparent background - I assume added as decoration?
2. Terrain type - decoration not changing anything, grass or something new?
It could be some sort of fields/steppes terrain.
100% movement for mounted (or maybe some more?), but somewhat lowered for foot units and especially for wagons and siege machines.

Not sure what layer terrain is but its more decoration cause yes, it's transparent though I assume that it can only really be put alongside grass.
This is more of what I think. Not much addition to it. Like no effects.
I think, this could be a discussion on it's own. I have thought of effects but I thought that its really just supposed to be simple grass so but more seen unlike the only current one.
Tried to make it small enough though yeah, the size of forest tiles in game are really small. Though I also planned to make some tall grass in the future which yeah, to this day Im not sure cause of the problem with sizes.
Not sure but is there a way currently to apply an effect of stealth to units through terrain?

Didn't test, but there is an option for that.
Stealth is all about specs.
Effects can add specs.
Terrain type can give effect to specified categories (just like roman heavy infantry getting bonus attack on roads).
The question is if it would work like expected.

It should, so long as the unit is on it.
Anyway, I think the best thing to do with this is count it as:
"GRASS_TALL", that way it's easier to modify it.
