Right now i see several big problems with this unit:
1. too big cost for too unpredictable unit.
2. must need both ballistics and gunpowder and thus must be an alternative to normal cannoneer. but cannoneer can be healed, has better speed, almost 100% chance to hit target and cost 6 turns.
3. this cannon wasn't mass producted. we are implementing only mass producted units for now. or if you want then i can suggest even bigger mortar with hiher range and power (from ivan 3rd times, could shoot up to 700 kilo cannonballs on distance up to 2 kilometers or in game this will be 150-300 power for 15-20 tiles range. he had 4 of these! but will this be fun?)
We need units from early and high middle ages, and less from late ones. also Stratego don't want to get into game more gunpowder depending units.
