Reminded player not reachable

When you try to remind a late player, and it comes up with the message

Player cannot be reached
(no google account on that device)

does that mean they have uninstalled the game and left?

no, it means i could not reach their device because
a) they have no access to the used firebase communiaction (being offline, or some permission prevents it)
b) or having old / or too new android version
c) maybe firebase server is down or something
d) maybe they have no google games sevice installed - i think that also needed.

i have no more idea.

D might happen rather often since new huawei phones do not have installed by default google services.
