A stationary anti tank gun would be useful, as concrete artillerys do terrible against tanks.

I don't think a tank turret sticking into the ground would serve as an appropriate image. Given its size compared to sandbag bunkers.

Off topic here but,
Concrete AA doesn't even make sense to me in the first place. How do you move the barrel of the gun fast enough to get a shot on the plane with all that weight? It's expensive too for what can only take off a chunk of hp before getting blown up in the enemies' turn.

I'm no expert on AA guns, but I think how it works is the gun does not move at all, they have it calibrated to shoot at a certain point. When an enemy aircraft comes into range, they fire. The only advantage of AA guns is they don't have to be built by a TC or factory. But let's stay on topic. I am fine with the sandbag idea.
