Mapeditor only Civilians +IMG
Map editor only unit.
Civilians can be used as fleeing populace in attacked cities. They may also be seen as unarmed rebels and prisoners of war. This will help map makers create a nicer setting for struggles.

Yes. I am thinking civilian can give players benefit. Civilians will be neutral units. Civilians will keep spawning in some random maps every some turns. You can bribe civilian with spy to become your spy. Some nations have partisan units that can disguise as civilian. You can also recruit partisan from civilian unit by arming them with weapons from your spy. Partisans are useful to sabotage enemy.

I think a spy should be it's own unit that can disfarce as a neutral mobile, but can be attacked, can make civilians in partisans and can steal enemy technology.
Civilians should when neutral construct villages, roads and infrastructure in general when space is available, can be attacked, can be turned in refugees that way being owned by the faction, can be turned in partisans that way be owned by the faction and villages and city center spawn one in every 2 or 3 turns.
Refugees when owned by a faction can help in construction, construct basic defenses and can be captured or killed by enemy forces.
Partisans when owned by a faction can attack enemy units, constroy a hideout that can make more partisans and would work like mines in view and can have upgraded by technologies like sabotage, ambush, capture and disguise.
Sabotage: 3 turns cool down and when used can make extreme damage against buildings and vehicles.
Ambush: 2 turns cool down that when activate the unit will stay hidden if immobile and attack any enemy that fall in their range without gaining damage, but lose the invisibility.
Capture: 1 turn cool down that when used in enemy vehicles or buildings with 1 hp, the owner of the unit is switched.
Disguise:4 turns and when used the unit become a neutral civilian for 2 turns.

Civilians would be nice, but if you are referring to the prison camp map, the medics were supposed to be prisoners, not civilians.

Yes, they do look taller as the soldiers have bent their knees, and assuming the other soldiers stood straight, civilians are taller by 1-2 pixels. And btw, are these team colored imgs good?
