-manage person trades, if a person has much more experience and/or more ipgrades
- set the rules for your league.

Once league leaders are established, players who want to participate will probably contact a league leader and ask to be included...i guess COOLguy will be the commissioner...

Note: if there are going to be intra-league championship matches, the rules need to be standardized for all leagues, rather than league-specific rule sets...

Being a part of the tournament is a responsibility, because there will be periods that require active gaming (so we can finish on time).
