Let's go with the stats you originally posted for this one, range 3, aoe 2, poisoned weapon, but low attack power.

Nice. 8 attack and 2 actions seems a little strong. Maybe 5 power.

Do we need it if we add mobile rocket artillery? I think yes, but it should be gem unit.
