Catapult lvl bug IMPLEMENTED

Catapult when under construction get a bug that when you upg it to lvl2, the under construction catapult will have full health but won't be able to do anything.

I replicated the bug.
It happens when catapult already has almost full health.
It must be rounding hp after upgrade increase.
There needs to be exclusion for units under construction.
@Stratego (dev) would you change the calculation a little?
