Gangut-Class and Furutaka cruiser

1. Soviet Gangut Class-Battleship -> Light AA.
Gangut Class currently does not have any AA. It is actually armed with 76mm AA. It has light AA but not zero.

2. Japanese Furutaka Cruiser-> Medium AA
It currently has Light AA. But it is equipped with a 12cm AA and 25mm AA guns. https://en.m.wikipedia.org/wiki/Type_10_120_mm_AA_gun.
It should even be heavy AA because it is heavier than the german Deutschland cruiser's AA. But since it is dual-purpose and for balancing, just medium AA. Plus Japanese destroyers does not even have AA in game, so this should be fine.

Not sure about the Russian one but Japanese we're given weaker as because they seem to have poor AA in the war

They still did equip many of their cruisers with heavy AA. Their AA was only weak because the 25mm was not replaced with a better one, thinking it was effective.

Moreover, Japan will still have the weakest naval AA overall. If ever the Japanese cruiser had medium AA.

Here is the comparison if Japanese cruiser with medium AA vs. British and US ships:

Heavy AA has range of 4
Adjusted heavy AA has range of 2

Japan:
Destroyer 1 - NO AA
Destroyer 2 - NO AA
Cruiser - [if heavy AA]
No second cruiser
Battleship - light AA
Heavy Battleship - adjusted heavy AA
Carrier - light AA

US:
Destroyer 1 - light AA
Destroyer 2 - light AA
Cruiser - Medium AA
No second cruiser
Battleship - light AA
Heavy Battleship - Heavy AA
Carrier - Heavy AA

British:
Destroyer 1: light AA
Destroyer 2: light AA
Cruiser 1 light AA
Cruiser 2: light AA
Battleship: Heavy AA
Heavy battleship: Heavy AA

Japanese:
No. Light AA- 2
No. Medium AA - 1 (if changed)

US:
No. light AA - 3

No. Light AA: 4

Honestly, that British lightest cruiser should have had heavy AA cause they were really intended for such the job.

Yes, the Japanese often got a weaker aa because in comparison, although heavy aa is said, it was effectively weak.

that they shouldn't have aa shouldn't be in the xls it's at least stored
