Goto and I400 doesn't have the 1 turn rule before being able to submerge IMPLEMENTED

Sry, I easily assumed because it's almost the same as I400.

only i400 have different definition file - all other subs have the same file used.
(maybe i400 couls also use the same - not sure why it is separate)

maybe because planes can still land there when the i400 has surfaced?
