As it current state, they can just surface and submerge at the same turn.

If they don't, that's one more fix that needs to be done. Although, on this same note, should the 1400 dual surfacing and submerging within the same turn count as resurfacing for air/charging?

only i400 have different definition file - all other subs have the same file used.
(maybe i400 couls also use the same - not sure why it is separate)
