Iowa should be on the first industry tech.

Same as Yamato, it was laid down before the war and was commissioned during the war.

Yamato in 1937 while Iowa in 1939 and commissioned in 1941 and 43 respectively. And both of that is 2nd industry tech... It doesn't make sense that Yamato is somehow available in industry one but not Iowa.

The reasoning for Yamato being in 1st industry is that it takes years to build. Using the in service date doesn't really work here because of that unlike the tanks and planes.

So instead, I want to consider the dates where they are ordered or when the construction started. This is actually make sense also in game as we're already doing that with a lot of concept units which could have been made so much later in the war IRL.
