French and British flamethrower area effect?

Curious if this is actually correct, or some error? I had a British flamethrower attack a city of mine and set 3 km² ablaze. I looked at the stat lists and all flamethrower except Brit and French are not area effect. Even the Satan does not do that, I would imagine realistically backpack mounted flamethrower units would not likely do such a thing. It's more like a napalm strike from an F-4 Phantom. Not fear effect. Fire. Blazing, burn everything to the ground, fire haha! If it's correct, why so OP, did they have some crazy flamethrower tech?
