TCS problen while activating as random map

I'm confuse on this.
The territory TERRITORY_TOP_LEFT has no enough free ground tiles to put the TC-s, fix the map before activating.

Details:
Space needed per corner:3
Space have:1
Territory:TERRITORY_TOP_LEFT
All of my tc are clean all the 9 corners and still popping that screen even though the recommended map(underworld) have small space at the tcs. Can you explain this to me.
