I think making this tech tech make mortars AND give boosts to other units is a little weird. Also, I think "machinery" is a weird tech to make mortars at all. Maybe bombarde and war machines, but mortars do not seem very "machiney" to me

I did say mechanical though which makes bombards and other war machines and unlocking the morter

Alright, well then this tech should probably be an expenise tech.
Because this gives all mechanical units +1 attack, defense, and invents mortars, so that would probably be about 4+4+5=13 turn cost, based on past blacksmith upgrades and siege invention costs.
However, 13 turns is ridiculous, and this is like researching something "in bulk" so I think 8-10 turns is probably more reasonable.
