I think there are some problems here:
1) you can have more undead player and corpses are from a neutral player (like animals), so they might be researching the same tech more times. I think we should avoid similar techs that affects the neutral player.
2) In situations where we have too many corpses the damage might really become too high
3) How are corpses supposed to damage someone?
I suggest a spell that enchants one corpse (or more corpses in a area) for some turns
Enchanted corpses can't be raised but, instead, they act like traps (when someone step on them it receives a certain damage).

If you make it a aura i fear that 2 undead players might generate a conflict
