I belive that for a unit that costs 3, 16 hp and 8 atk is bad. Here are my suggested stats:
Cost: 2
Hp 19
Atk 9
Arm/p.arm 1/1
Speed 3
Sight 4
Description: a lizardman warrior wielding a mace. A good fighter.

Well... if u want to keep his cost at 3 at least boost his stats more. His stats are nearly the stats of a human warrior which costs 2, but he is still costing 3 even with stats similar to warrior. So either drop cost or raise stats. And btw instead of 0/2 i think armor could be 1/1 because since lizardmen have really hard scales it makes sense that he has a bit of close combat armor imo.

And the elites status is also bad. He costs the same as knight and is way worse. And btw, most unit upgrades cost exactly the same as their predecessors (for ex. The knight costs 4 and the heavy knight also costs 4 but with slightly higher atk and hp. Try doing same to the elite maceman.)
