Yeah, basically peasant, but worse. I can see the use of this in campaign. Maps

Yes, it's a good idea for maps that needs you to save/defend a civilian faction or something like that

movement 3
range 1
sight 4
in particular maps where you really want a more durable civilian ( due to the protecting factor) you can simply trigger it so his hp goes up.
