If you want features+ in less size,and platform:Android,then I reccomend you PIXLY

Another option is dotpict. The advantages over pixly is the way it has a mock cursor, and it has been updated more recently than 2015. Otherwise, if you want more functionality, pixly is the best.

My current avatar was made with pixly, if that changes anything. I'll check out pocket paint, I've not used it before
