Luna rocket launcher system too powerful?

There are issues with the luna rocket mlrs. With a range of 9 and 55 damage.

"Maximum firing range: 65 km (40 mi)"

It's range is very high in real life, but it is kind of outclassing all other artillery. And is also not locked behind a tech. Maybe locking it with a tech is an option.
Or another option, making it spawn a short range missile that has a cooldown. But okay that would make it maybe too accurate. So we might need a proc rate in regard with speed.


Plus - the himars has following ranges irl
32 km (M26) 45 km (M26A1/A2) 80 km (M30/31) 300 km (MGM-140 ATACMs

And ingame range 3.
