Scandinavia
This encompasses all Nordic nation's during WW2
• Denmark
• Norway
• Sweden
• Finland
While overall, they were neutral... They played significant roles in the war.
Axis: provided iron to Nazis, provided elite SS soldiers in early war due to propaganda.
Allies: Allowed for operations to take place, also we're trained by British and US soldiers to carry out military actions against germany.
Other:
Accepted refugees from the war (Jews, other Scandinavian civilians, etc)
Routed both German and Russian forces due to the environment they faught in.
Coloration:
White: due to cold climate and "winter war"
Or
Burgundy/Maroon: Political division between socialist and communist government, also fluctuations between who to support, or not, in the war

These units would be best for campaign missions in place of US(For Northern Campaign), which wasn't invovled very early and I don't like seeing Americans fighting Germans in Czech, Hungary, Poland, Denmark, France, Belgium, or Luxembourg when they weren't even there at the time.
I prefer use of the color white.

Whenever I suggest something...
I mean for it to be used by players, regularly.
Unless it is Soo powerful that there is no possible way that it can be balanced.
So, I mean to collect images and edit/ recreate for use.
But in short, no.

I can see them as a few special units in ambassy sort of thingy (rectuitable after just writing unless a big pack of strong units, then a separated tech) that was suggested for minors serval times.
So, for example, the Germany, Axis and all it's nations could get a Waffen SS division Viking (I think we will need to rename it into something without "SS") and Finish skies infantry (I know that's not exactly accurate), both with better movement in hard terrain, especially snow, or something and maybe a "Swedish iron" tech to buff their panzers' armor dunno and Allies can get some Norway's units etc.

I mean as it's own faction.
With it's very own units, bonuses, and everything.
The Swedes, Finnish, and Danes took weapons and tanks Germany, Russia, and United Kingdom and modified them to their tactics.

They're still the very same tanks
The problem isn't that it's so overpowered, that it shouldn't become a playable faction. The problem is, it's so underwelming, it can't compete against other countries.

Yup. Unless we gave them some obviously stronger than in reality stuff. And having three versions of same tank even if slightly different kinds sucks, there are tons of slightly different units here anyway.
Anyway, the most important problem is we can't even out the majors in game so it's too early to even discuss the minors kinda.

Plz post images of Russian infantry plz, I'll get to editing right away, tanks... Ermm... Maybe need time to determine what tanks are in their roster to make.
