a new unit that can change weather, its a cool idea but first we need a working mechanism to implement weather in game,then we can think about new units that take advantage of weather effects

I suggest you guys putting this in AOF, anyways I think weather could hinder units like slower speeds or sight. Possibility weakening some certain units units.

First of all where will the weather b shown? On the top right corner? How long should it last five turns, if we have icons of two weathers, the second can b sunny, then we can test out if effects of weather changes, I believe sunny increases sight of all units by 1, while raining reduces burning stack of all burning structures by 1 on first turn of raining only

For now I want it to be simply tested as a Terrain thingy. The effects can be added later. But if anyone else could, add different types of weather here.

Me either! It just kills ships.

Maybe make this a trigger effect only. I really don't want a large fleet of ships getting wiped out by a hurricane and saving my opponent. Though it is reminiscent of a certain invasion of Japan, which began the term "kamikaze" because the entire invasion fleet forgot to check the weather forecast lol.

Well i think this should be a risk because there are multiple instances of this happening. Like the Persians when trying to get around the Greeks.

How about three settings for the weather?
None: No chances, absolute strategy.
Soft: Excludes Tornadoes, Hurricanes, Earthquakes, sandstorms and such.
Heavy:All weathers.

I think the different weather states must be logical (heavy rain -> normal rain)
Maybe a weather station/tech is cool, making the game less random because you can see the weather for the next:
Weather I 5 turns
Weather II 10 turns
Weather III 20 turns
