I have an idea.
The game can create a weather mod.
Every 5 turns will randomly change weather(sunny, cloud, raining, heavy rain,lightning......)
Each of them may have a buff/debuff.
Eg. Heavy rain→sight-2,speed-1
Lightning→(animals such as elephant,cavalry)Atk-1

That is actually a cool idea. As much as some might disagree, I think a little bit of randomness can be a huge addition to a strategy game, (so long as it isn't totally game changing).
This could give one of two equal armies an edge for a few turns, and force the players to quickly alter their strategies to make the most of the weather and such. I like this idea a lot, good job.

Got some other ideas
Sunny: sight+1
Frost: armour -1/-1 (for infantry and mounts only since they use metal armours which makes chilly frost unbearable and may be they change to leather or furry coats and armour cannot be less than 0)
Flood: speed +1 (for all water body units)
Cyclone: speed reduced to 1 for ALL units
Tsunami: ALL ground units and structures that are situated beside any water body (even a single water tile surrounded by grounds) will suffer 5 damage and in tc the first unit shall suffer the damage, units in bridges don't suffer any damage but the bridge itself will get 1 damage (this damage will apply only first turn)
Raining: burning effects on any structure will reduce by 1 stack and if there is only one stack then it will disappear (this effect will apply only first turn)
Gale: range -1 for all ranged units (even sieges)
Fog: sight -1
Spring: heal rate/mend rate: +3
A player can see both the current weather condition and also may be a tech research will allow them to see (like predict) the weather condition next turn

Famine: speed-1 and atk-1 for all flesh and blood type units, workers and labourers mend rate: -3
Hailstorm : atk-3 for sieges
Snowing: speed-1 (for All ground units)

Not really. Every turn have a 15% chance of changing weather. If true, then pick a new weather type from list, and apply to all units. Maybe have an icon or something on screen to display what weather is going on as well.
This would actually not be too complicated to implement I don't think, compared to other game modes at least

Harvest day: (On this day new crops are harvested and every unit gets fresh foods to eat, healing faster)All flesh and blood type units HP +5 ( wounded units will keep on healing 5 HP each turn until weather changes)

I think weather should randomly change every 3 turns, or 5, if weather change depending on chance, it might b that a weather that is bad for a player is not changing for a long time, and the player is at a disadvantage because of that
