Tech: Intelligence IMPLEMENTED
Techs that reduces the tech-stealing possiblity for the enemy.
cost: 5 turns.
makes stealing value
a) if enemy has default 10% down to 0%
b) if enemy has 10+40 than down to 10%

I mean, the enemy spies
Anyway great idea, in some maps you conquer and loose some tcs very easily and sometime it's just a way to give your tech to the enemies

Scramble...
So that they code the techs that enemys cant read that.

Could be made in advancement center to make advancement center more useful

Technology gaurds reduces chance to steal technology and becose they are gaurds when enemy unit captures tc he loses 3 HP,how about that?

its not a unit! its a boost to tc defense! you lose 3 hp when capturing enemy tc,its passive health reduction
