Infantry units hidden in forests or mountains that are hidden by their camouflage research, and not by snipers, scouts or already discovered units, get a first strike when they meet each other.
The question is whether this needs to be researched or whether it should just come into play.

I think we've even started discussing this

1. Remove the forest and mountains camouflage and replace it with terrain camouflage.

2. Units in forests and mountains should deal 1.5x counterattack damage.

3. Forest and mountain defense bonus a slight increase.

That would be enough.

No need for first strike. It's too much tactics on a individual unit level, players would probably feel burdened.

How do you imagine the terrain camouflage? Forest and mountain camouflage are specific terrain camouflages. So what would be the difference now?

Your suggestions do not take into account the surprise effect that is meant by the ambush

Increasing the bonus in the forest and mountains for infantry is plausible. +1 deff or more?

"Units in forests and mountains should deal 1.5x counterattack damage." I don't know if that's possible

1. Ambush mechanic wouldn't work with AA because they already have first strike. Similarly Snipers in forest.

Off topic, Should AA have stealth in forest maybe with or without tech?

2. Should we have infantry camouflage for all terrains e.g desert, Plains, forest, snow, mountain etc?

3. Mountains definitely should give infantry more defence than forest. 1-2 more defence than forest is ideal

4. Will the effect only occur on forest tile or can the stealth unit move away from the forest to target enemy with first strike effect?

I think only on forest tile is sufficient.

5. Does ambush need to have stealth to occur? Stealth mechanics are lacking in this regard, if only we could distinguish between invisible unit in forest, Unknown unit in forest, identified unit in forest.

All in all, I think your idea could work.

The ambush should perhaps be in the forest near Bergen. The camouflaged units are in the forest. You don't see them because there is no scout or sniper in the area. You want to go in one direction and you come across a cloaked unit.

At the moment we discover them and then simply shoot at them.

Now the discovered unit is supposed to get a first strike. When they see each other, everything goes as usual

So your point 4 doesn't come into play. As long as this unit moves, it is visible

So should the forest give infantry +1 deff and mountains +2 deff?

AA have a first strike against aircraft it doesn't affect infantry or tanks, so this shouldn't be a contradiction
